FREE Low-Income Owned Cat Spay/Neuter Vouchers 
for residents of the incorporated City of Hayward

Free voucher funding is provided by California Dept. of Food and Agriculture Prevention of Animal Homelessness and Cruelty Voluntary Tax Contribution Fund Grant 

The low-Income Cat Spay/Neuter Voucher Program provides up to 2 FREE spay/neuter vouchers per household to qualifying city of Hayward residence for owned cats.

Residents will make appointments at participating vets and bring the voucher with them to their appointment. 

​

The voucher covers the cost of spay/ neuter surgery only. Any other treatments or procedures are the responsibility of the cat owner. This includes pain medication 

​

If you have a feral, stray, or un-owned cat that needs to be spayed or neutered, contact the Hayward Animal Shelter and ask how you can participate in our TNR program

How to Qualify 

Complete a spay/neuter eligibility waiver which you can find HERE or by visiting the shelter in person. 

​

What is on the waiver? 

On the waiver, you will be asked to list your income and provide income verification. 

Acceptable forms of income verification include but are not limited to: 

* Copy of IRS return for the previous year 

* Copy of AFDC or welfare aid verification with the amount of benefit 

* Copy of disability check or statement for the amount of benefits 

* Copy of a recent SSI or Social Security Check 

* Copy of recent bank statement 

* Copy of recent pay stub

Gross Income Requirements: 

1 person family- $47,950 

2 person family- $54,800

3 person family- $61,650 

4 person family- $68.500

5 person family- $74,000

6 person family- $79,500

(add $5,480 for each additional person)
